Details: The Oakland City / West End Apartments were acquired by Chisom Housing Group in 2012 and provides housing for 111 families. A three property, split-site urban community located in Atlanta, Georgia, the property historically suffered from crime and mismanagement. When Chisom acquired the property, it had failed various HUD habitability tests and was at risk of HUD action. Chisom invested over a million dollars to cure deferred capital expenses and improve the quality of the housing to include the addition of energy efficient double paned windows, new roofs, new lighting, new tubs, energy efficient appliances, new HVAC systems, etc. Chisom also invested in site lighting, remotely viewable cameras and visibility improvements. Chisom is heavily involved in community outreach at the property and our staff have built great relationships with community leaders and local service organizations. The site now consistently passes HUD inspections and has healthy operations, fully funded replacement reserves, significantly lower crime rates and healthy resident community involvement. Resident services are offered at the property, led both by Chisom staff and through partnerships with local service providers such as Quality Care for Children and Soccer in the Streets.

Comment from Joyce Phillips on 2014-12-15 20:15:53: Good Day! I'm writing this comment in regards. To residential safety; Thursday 09/25/14 about dark. There was three City Atlanta Polices on the property. As, I heard one of the neighbor shouting telling children to get into the house. My daughter was just about to leave out with her children. As, she came back to through the door. I ask her what happened. From talking to our neighbor In 1181 apt. D Next door she mention that an agreement had occurred. Between tenant 18 year old pregnant daughter and her boy friend. And another young male. To where he had to go get a fire arm (gun or concealed) weapon. Until the point it terrorized our children and the Elderly. And its a possibility that she's not on the lease, Unlikely it not morally for this sort of ill-mannered behavior to keep occurring. Where people pay rent and wish to be comfortable in their place of living quarters. And there' also a problem with loud music from 1181 apt. D from tenant's eighteen year old daughter. I have ask her more than twice to turn the music down. Still it difficult to get her to do so. 1181 is where I live and wish to be at peace while I'm abiding there. Yet Unlikely there is to many Adults who are either Loitering around building 1181. Disturbing the peace and allowing their children to litter up the apt. complex. Men like attitudes of gang banger's playing loud music. Where is every tenant can here the message of slander and violence. At some point we had security. Now they aren't around. Also we can hear squirrel's moving around up in the top of our loaf. The day after the fire arm incident; tenant 1181 apt. D actually had experience with a squirrel in her apt. kitchen. A lot of these incident are being report to residential management. And still nothing is done about it. Your support is greatly appreciated. For living sake these types of issue could get out of control. Until it could harm innocent tenant's.
